Rutgers, The State University of New Jersey is seeking an Executive Director for the National Transit Institute at the Edward J. Bloustein School of Planning and Public Policy.
The Executive Director of the National Transit Institute (NTI) serves in the primary leadership position for the Institute in creating and maintaining relationships with the Federal Transit Administration (FTA), transit agencies, partnership organizations, and other educational institutions and delivering training courses to the transit industry. The Director reports to the Faculty Director of the Voorhees Transportation Center (VTC) at the Bloustein School of Planning and Public Policy and is responsible for overall executive management of NTI, including an annual budget of $4 million, personnel as needed to operate and deliver training courses efficiently and to maintain alignment with Rutgers University policies.

Among the key duties of the position are the following:- Executive leadership of the Institute including strategic planning, budget oversight and general administrative direction.
- Oversees the development and delivery of NTI’s training courses in consultation with the needs of FTA and the transit industry.
- Represents and promotes NTI at conferences and events.
- Serves as principal investigator on projects.
- Makes major project decisions, develops metrics, and monitors client satisfaction.
- Oversees data development needs to measure course effectiveness.
- Responsible for regular communication with the Faculty Director and central administration via monthly reports.
- Represents and serves on committees and advisory boards within the Bloustein School as needed.
Minimum Education and Experience
- Master’s degree in planning, public policy, transportation, or related field.
- At least 5 years of work experience in public transportation including policy development and senior managerial positions, and experience in an environment of training or education
Required Knowledge, Skills and Abilities
- Strong managerial skills, including a) ability to supervise others, organize and manage multidisciplinary teams, and motivate staff to achieve expected outcomes.
- Ability to develop/monitor project budgets.
- Strong project execution skills, including a) ability to conceive of and design effective approaches for the development of training materials.
- Coordinate both large and small projects.
- Prepare clear, sound, accurate, and informative reports summarizing NTI achievements.
- Prepare and make presentations to client agencies and other groups.
- Work in a collaborative team environment to achieve results.
Preferred Qualifications
- Preferred experience includes involvement in the public transportation industry by participating in national, regional and/or state activities.
- A working relationship with FTA on the regional or national level is highly desirable.
- The candidate should have a reputation as being actively involved in and supporting the advancement of the public transportation industry.
- Experience with Learning Management Systems, video and graphics software is a plus.
Additional
- This position will require travel. Travel will be day trips to Washington, DC and multi-day trips to national locations.
- Travel responsibilities will be shared with a Deputy Director.
