Salary Range: $103,900 - $142,900; depending upon experience and location

Job Summary
The Program Manager will work effectively across a diverse range of areas spanning multiple business units, such as Infrastructure and Compliance, Control Systems and Automation, Telecommunications, and AMI to enable effective change and realization of projected benefits. This position is located in Rochester, NY or Orange, CT with occasional travel to all Avangrid Operating Companies and reports directly to the Director of Infrastructure and Compliance.
Key Responsibilities
- Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with enterprise priorities.
- Plan and manage projects to control overall project scope, budgets, and schedules for multi-project engagements.
- Maintain staff interface with the senior levels of the organization, consult with customer and contractor personnel to formulate and review task plans and deliverables, and provide conformance with program and project task schedules and costs and contractual obligations.
- Maintains overall accountability for Infrastructure & Compliance programs.
- Oversee and coordinate programs including product delivery and financial management.
- Performs independent quality assurance reviews of program performance and deliverables to ensure that obligations are being met.
- Maintain relations with the organization’s leadership and subject matter experts.
- Develop metrics that effectively measure program success, maturity, and impacts.
- Assist departmental leadership with annual objective development and tracking.
- Identify operations and compliance risks.
- Collaborate with other technical experts as needed to develop of departmental training, education and awareness, including departmental workshops and lunch and learns to Develop and maintain strategic plans.
- Define, publish, and maintain compliance processes and procedures.
- Develop new or identify existing awareness and training materials that are appropriate for intended audiences.
- Participate in the acquisition process as necessary, including overseeing budget, staffing, and contracting activities.
- Participate and coordinate internal and external audits, rate cases, peer reviews and assessments of the operational technology (OT) program and projects.
- Investigate, recommend, and follow up appropriate corrective actions for identified security deficiencies and policy exceptions.
- Present technical information to a mix of technical and non-technical audiences using data in creative formats.
- Partner with business stakeholders, technology experts, cybersecurity professionals, and industry partners to continuously improve our program.
- Gather feedback on customer satisfaction and internal service performance to foster continual improvement.
- Manage the internal relationship with operational technology (OT) process owners.
- Oversee annual training, conference and travel plan development and tracking.
- Other duties as assigned.
Required Qualifications
- Master’s Degree in Legal, Political, Program or Business Management with a minimum of 4+ years’ experience; or
- Bachelor’s degree in Legal, Political, Program or Business Management with a minimum of 6+ years’ experience; or
- Associated Degree in Legal, Political, Program or Business Management with a minimum of 8+ years’ experience.
- Strong Compliance, Legal and/or Program Management background.
- Strong communication and administration skills with various levels of management.
- Strong understanding of North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) regulatory requirements.
Preferred Qualifications
- Experience in a utility environment.
- Understanding of National Institute of Standards in Technology (NIST) Cybersecurity Framework.
- Experience with writing business process manuals, processes, and procedures.
- Project Management, ITIL, SANS Industrial Control Systems certifications a plus.
