Summary

This position is located at Departmental Offices,Management CFO - Information Systems and Chief Information Officer. As a Supervisory IT Project Manager (Director), you will be leading, planning, developing, implementing, Technology (IT) application projects.

Duties

As a Supervisory IT Project Manager (Director), you will:

  • Have technical responsibility for leading, planning, developing, implementing, Technology (IT) application projects for the Treasury shared service offering within the HR Line of Business.
  • Oversee the work of subordinate staff members who are engaged in the management of significant IT projects, essential to the shared service mission of the Department and impactful to the customer population exceeding 200,000 users on a long-term or continuing basis.
  • Provide all necessary coordination in the review and approval of proposed projects, proposed application projects, and exercises full project management responsibility for planning, administrating, budgeting, training, organizing, controlling, and reviewing the utilization of total project resources.

This is a remote position. The salary range listed depicts the range covering the lowest locality level, up to the highest locality level. Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one-year probationary period may be required.
  • A one-year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:
  • Experience leading and managing Human Capital systems implementation /integration projects (business requirements through implementation) and responsibility for on-going operations and maintenance of these systems and supporting staff; AND
  • Experience with the direct responsibility for and delivery of a Human Capital IT capability based system on Oracle PeopleSoft HRMS v 9.0 or higher with integration to other Human Capital and enterprise systems and other Human Capital applications (recruiting, performance management, succession planning, learning and development, workforce analytics, metrics and ad-hoc reporting, financial systems, benefits and/or compensation); AND
  • Experience leading and managing a group of Human Capital and IT specialists delivering Human Capital information technology services to organizations; AND
  • Experience managing the analysis, interpretation, and development of software requirements for human resource management systems.

The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.

  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
