SUMMARY

Supervisory engineering work coordinating teams of utility engineers, utility designers and /or engineering technicians in planning, developing, and implementing a number of large and important projects or a project of major scope and importance.

Positions allocated to this classification report to a designated manager and work under general supervision. Work in this class is distinguished by its lack of managerial responsibility and by its emphasis (over 50% of the time) on the coordination, motivation, and guidance of professional staff engaged in a single project of large scope and importance, several substantial projects, or controversial projects affecting the effectiveness and viability of the organization.

ESSENTIAL JOB FUNCTIONS

May be required to develop an annual work plan.

May be required to develop, implement and maintain an annual budget.

Coordinates the preparation, review, and approval of engineering analyses, specifications, and reports for complex projects.

Formulates operating policies.

Develops and evaluates plans and criteria for a variety of projects and activities to be carried out by others.

Supervises, coordinates, and trains engineering groups including Level I, II, III, and IV level engineers / utility designers and/or engineering technicians, and/or support personnel. Provides guidance, assistance, and interpretation to others.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Designs, evaluates, and coordinates engineering projects and activities with internal departments, outside consultants, and contractors on complex projects.

Interprets, organizes, and executes, assignments.

Initiates and maintains extensive contacts with key engineers and officials of other organizations, requiring skill in persuasion and negotiation.

Keeps senior management informed of project status.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May be required to transport, mix, handle or use hazardous materials (other than cans of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current, fluids or gas that could endanger the public or other employees.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

May be required to supervise employees for purposes of the Drug Free Workplace Program, depending on job assignment and work location.

Will be required to respond under emergency conditions.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor of Science in Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution, and a minimum of eight (8) years of experience in the area of assigned engineering responsibility which includes a minimum of two (2) years of project management, lead or supervisory experience.

Appropriate coop time and/or an advanced degree in engineering or business may be recognized for up to twelve (12) months of non-project management or non-supervisory experience.

CERTIFICATIONS OR LICENSES

Licenses

Valid State of Florida Professional Engineer license may be required.

Certifications

Meet the Florida Board of Professional Engineers (FBPE) requirements as defined in Chapter 471 of the Florida Statute and obtain and maintain “Professional Engineer” Licensing. Required by Water /Wastewater Engineering, Public Works, and Engineer IV’s assigned to the water / wastewater, and special projects areas of Strategic Planning.

KNOWLEDGE, SKILLS AND ABILITIES

Computer Skills

Proficient with MS Office Suite or equivalent required; knowledge of software utilized in the engineering discipline, proficiency as required by individual department. Proficiency in specialized software may be required.

Level of Professional and Industry Competency

Has full technical responsibility for interpreting, organizing, executing, and coordinating engineering projects, typically involving multiple internal and/or external resources. Plans and develops engineering projects concerned with unique or controversial problems which have an important effect on major programs. This involves exploration of subject area, definition of scope and selection of problems for investigation, and development of novel concepts and approaches. Maintains liaison with individuals and units within or outside the organization with responsibility for acting independently on technical matters pertaining to the field. Work at this level usually requires extensive progressive experience including work comparable to Engineer / Utility Designer IV. May be required to develop an annual work plan. May be required to develop, implement and maintain an annual budget.

Ability to apply complex and most current industry engineering theories, practices, and techniques to typical challenges encountered in the organization.

Decision Making / Level of Independence/ Direction received

Supervision received is essentially administrative, with assignments given in terms of broad general objectives and limits. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.

Complexity and Magnitude of Assignments

Perform in a supervisory capacity, plan, develop, coordinate, and direct a number of large and important projects or a project of major scope and importance. Or assume responsibility for the entire engineering function in a work unit (extent of responsibilities generally require supervision of subordinate engineer / utility designer(s) and/or engineering technician(s)).

Supervision / Team Leadership / Project Direction

Plans, organizes, directs and supervises the work of engineer / utility designer(s) or other professionals and/or engineering technician(s) and/or consultants. As an ongoing, major and usual part of this position, is responsible for performance management of all subordinates assigned. Expected to coach, motivate, and build an effective and efficient support staff. Manages multiple projects or a major project often with unique or controversial issues which have an important effect on major programs. Receives minor oversight by a more senior engineer /utility designer that is limited in form to concept review as opposed to task delineation. Evaluates progress and performance of the staff and results obtained, and recommend major changes to achieve overall objectives. Ability to coordinate activities of, guide, and coach subordinate engineers / utility designers and other engineering personnel.

Knowledge of management skills, practices, and concepts, administrative management, project planning, supervisory techniques, advanced analysis and design techniques, training techniques, and resource management.

Relationship Building and Maintenance (Internal and External)

Initiates and maintains extensive contacts with key engineers and officials of other organizations, requiring skill in persuasion and negotiation of critical issues.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

Written and Verbal Communication Skills

Demonstrate effective written and verbal communication skills including persuasion, consensus building and negotiation of critical issues.

Continuing Education and Development

Keep abreast of latest Engineering advancements and Legislative/Regulatory developments in field; distribute new information throughout corporation to both lower and upper level personnel. Continuing education units may be required to maintain professional certification. Continuing education required to stay current with technical/regulatory developments.

Engineering Data Collection and Economic & Statistical Analysis

Apply knowledge of Engineering Economic Analysis. Compare alternatives using appropriate economic analysis. Review and approves the economic analysis and engineering recommendations prepared by others. Interprets results to support policy, rate making or budgeting. Determine appropriate data required as well as analyze and present complex data. Direct the data gathering tasks of Engineers / Utility Designers I, II, III and IV.

Ability to perform involved mathematical and engineering computations.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Work may require performance of tasks outdoors under varying climatic conditions.

May work at heights of over 100 feet on open grating or from aerial device.

Work may require physical strength and agility sufficient to safely perform all essential functions.

Work may require use of personal protection equipment including hearing protection, eye protection, foot protection, hand protection, and head protection.

WORK ENVIRONMENT

Work may require exposure to hazardous conditions and noxious chemicals.

Work may require performance of tasks in extreme heat and confined areas.
