ABOUT THE POSITION

There is (1) full-time vacancy in the Division of Social Services, Aging and Adult Services.  

Adult Protective Services (APS) and In-Home Supportive Services (IHSS) are state mandated programs. APS staff screen and investigate reports of older and dependent adult abuse and neglect. APS staff coordinate services to enable clients to safety remain in their homes. Staff in IHSS assess clients' needs and authorize a variety of in-home services to assist clients with daily domestic and personal care needs. The Social Services Unit Supervisor provides first level supervision for Senior Social Service Workers, Social Service Workers, Public Health Nurses, and other support staff assigned to perform and support a variety of tasks in APS and IHSS programs. The Supervisor plans, assigns, supervises, and evaluates the work of staff in various program units as well as lead special projects. The Social Service Unit Supervisor also collaborates with other county departments, local government agencies, and community service providers in the delivering of services to clients. Adult Protective Services is a 24/7 operation and supervisors may be required to take on-call shifts to provide consultation to on-call staff during non-business hours. 


The Social Services Unit Supervisor takes an active role in performance management, coaching and staff/team development.


Hybrid Schedule:

The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Our Highly Qualified Candidate

The ideal candidate for this position will have experience providing services to older and dependent adults and individuals with disabilities. They will have knowledge of the laws and regulations that govern Adult Protective Services and In-Home Supportive Services. They will have excellent skills in the following areas: leadership, communication, diplomacy, training and coaching, interpretation of laws and regulations, implementation new policies and initiatives, solving complex issues, time management, planning, organizing and prioritizing, and community engagement. They will also be tech savvy and have experience in using large databases to track work performance. They will have knowledge of local and statewide resources that serve older adults and persons with disabilities.   
 
Qualifications

Knowledge of

  • Thorough knowledge of casework concepts, skills and the techniques of interviewing.
  • Laws, rules and regulations governing the operation of the public social service agencies and the various specialized programs.
  • Principles of supervision and training.
  • Community organization and the use of public and private community resources.
  • Medical and psychiatric terminology.
  • For the Public Guardian assignment, knowledge of court proceedings as they relate to the various social services programs, including dependency proceedings and/or conservatorship proceedings.
Ability to
  • Effectively train, plan, assign, supervise, and evaluate the work of staff.
  • Develop and maintain effective working relationships with those contacted during performance of duties.
  • Participate in program planning and evaluation.
  • Interpret rules and regulations to staff, applicants, recipients or others.
  • Prepare and present oral and written reports concisely and clearly.
  • Provide consultative services to staff members.
  • Conduct investigations and represent clients in all matters related to their well-being.

Minimum Qualifications

A Master's Degree from an accredited college or university with a major in sociology, psychology, social work, social welfare, counseling, mental health, or a closely related field; OR a Bachelor's Degree with a major in sociology, psychology, social work, social welfare, counseling, mental health, or a closely related field and two years of experience directly related to the assignment at a level equivalent to a Marin County Child Welfare Worker II, Social Service Worker II, Eligibility Worker II or Deputy Public Guardian/Conservator/Investigator. Lead experience is highly desirable.

SPECIAL REQUIREMENTS
Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.
 
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
