Job Summary
The Senior Budget Analyst assists in developing, monitoring, and reporting for both the Operating Budget and Capital Budget for the Safety Division. The Senior Budget Analyst is a specialist in the discipline of budget and cost management and must possess solid financial, technical, organizational, and communication skills. The Senior Budget Analyst works closely with the Division's executive team and staff, contract administration, and as well as MBTA Accounting, Budget, Finance, and Procurement Departments to ensure budget and procurement operations are accurate and delivered efficiently and within the budget and contractual parameters.
The Senior Budget Analyst will be able to work independently with little supervision. This person must be exceedingly well organized, flexible and detail oriented. This position will have access or exposure to confidential information, financial data, and internal audits.
Duties & Responsibilities
- Create, develop, maintain, manage and monitor Operating and Capital Budgets, procurements and expenditures.
- Create and configure work orders along with associated cost centers for every project expenditure.
- Review invoices and requisitions for accuracy (check funding source, choose work order distribution, validate budget, enter data into FMIS) for all payments to construction vendors and consultants.
- Review quarterly cash flow projections with project teams and senior management.
- Perform financial close-out of projects (close out work orders, grants, CIP IDs).
- Work collaboratively with the Division's Director of Administration and staff to accurately administer work order budgets and contracts.
- Prepare departmental reports, budget spreadsheets, variance reports, charts, tables, and graphs for presentations.
- Assist with the development of the five (5) year Capital Investment Plan and ongoing updates as needed.
- Assist with all data collection, input and updating for financial, statistical and performance data.
- Participate in meetings with both internal and external financial staff regarding all aspects of project budgets, funding, and other finance-related issues.
- Effectively communicate progress, issues, and resolution, verbally and in writing to management regarding budget issues and policies.
- Prepare, revise, and format excel spreadsheets, power-point presentations, and other written documents at the request of the Safety Division executive team.
- Attend meetings upon request to record, transcribe and summarize discussion topics for reports and memos.
- Respond to each inquiry, whether from a customer, vendor, or co-worker in a professional and courteous manner.
- Assist with processing purchase orders and requisitions using PeopleSoft Financial Systems.
- Proofread documents and ensure accurate, consistent communication and data prior to distribution.
- Ensure security, integrity, and confidentiality of data.
- Have the ability to work effectively with a diverse workforce and independently.
- Handle complex and confidential situations and requests and serve as a resource for the department in a highly visible capacity with staff, management, and other departments.
- Track the status of ongoing matters and follow up as necessary.
- Keeps management informed by reviewing and analyzing special reports, summarizing information, and identifying trends to ensure the smooth and timely flow of correspondence and reports.
- Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications
- Bachelor's degree from an accredited institution.
- Four (4) years of experience in budgeting, finance, accounting, or related field.
- Effective organizational, analytical, multi-tasking and time management skills.
- Meticulous attention to detail with emphasis on accuracy and quality.
- Proficient in Word, Excel, PeopleSoft, and other project/program controls applications.
- Excellent customer service and conflict resolution skills.
- Strong communication skills.
- Ability to work within a team environment and building strong working relationships.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for for the bachelor's degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- Experience working for a public agency.
- Experience working with an ERP software.
- Experience working with Capital budgets.
- Experience with databases.

- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
