ESSENTIAL JOB FUNCTIONS

Depending on area of assignment:

Administratively responsible for management of the City’s infrastructures which includes maintenance as well as new construction.

Directs or conducts the preparation of cost estimates and time tables on maintenance and new construction projects; prepares specifications, authorizes requisition of materials and supplies needed for project completion.

Supervises construction and maintenance of landscape, parks, and athletic field construction projects.

Responds to citizen complaints and requests for maintenance and repair of City buildings, streets, grounds, and/or facilities.

Facilitates the preparation and management of contractual agreements between the city and vendor agencies for the responsibility area.

Assigns crews to work projects; transfers workers from one project to another as workload changes, coordinates the use of available equipment, checks each project for conformance to work plans and makes changes when necessary.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Processes timesheets and maintains annual/sick leave records.

Conducts regular and periodic performance reviews of subordinates.

Assigns personnel to work locations; coordinates the work of all subordinates and the use of available equipment to obtain maximum performance.

Inspects assigned projects for progress and conformance to work plans. Makes changes in work plans when indicated.

Inspects and analyzes reported problems to determine extent of maintenance needs.

Coordinates maintenance and repair of designated facilities and grounds.

Keeps records of labor and materials.

Prepares detailed records and reports in a timely manner.

Required to respond under emergency condition.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May assume manager duties and responsibilities in absence of manager.

Studies areas needing improvement and makes recommendations concerning such.

Coordinates and participates in the preparation and maintenance of budgets, reports and records.

Participates in administration of labor agreements.

Performs other related work as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from high school or possession of an acceptable equivalency diploma, and five (5) years of experience in public works and/or recreations and parks maintenance and repair activities involving more than one trade skill, three (3) years of which involve supervisory or lead level experience, or an equivalent combination of training and experience which provide the required knowledge, ability, and skills.

Licenses

Valid Florida Driver License required upon appointment and at all times while employed in this classification.

KNOWLEDGE, SKILLS AND ABILITIES

Depending on area of assignment:

Thorough knowledge of principles, practices, methods, and materials and theories of the work.

Considerable knowledge of the hazards and safety precautions in public works activities.

Considerable knowledge of occupational hazards and safety precautions.

Knowledge of tools and materials used in construction.

Some knowledge of the principles and practices of civil engineering.

Strong project management and organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.

Ability to plan, organize and direct the activities in the areas of responsibility and anticipate their impact on city government as well as the general public.

Ability to plan and supervise work of skilled, semi-skilled and professional staff in a manner conducive to full performance and high morale.

Ability to develop long- and short-term plans and programs and to evaluate work accomplishments.

Ability to identify actual and potential problems.

Ability to establish and maintain positive working relationships with subordinates, co-workers, other City employees, community agencies and the general public.

Ability to analyze problems and exercise sound professional judgment and make logical and valid conclusions.

Ability to work under high stress levels, with frequent interruptions and with tight and often changing deadlines.

Ability to prepare and maintain records, reports and work requests.

Demonstrated working knowledge of personal computers and related departmental software.

Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.

Demonstrates a strong customer orientation.

Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to build effective relationships with individuals of diverse backgrounds, including City staff, local, state and national organizations and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, and individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

Work requires physical strength and agility sufficient to safely perform all essential functions,

Work requires normal color vision to distinguish the color and severity of many control and safety devices.

Work requires use of personal protection equipment including hearing, eye, foot, hand and head protection.

WORK ENVIRONMENT

May require working outside regular business hours, including nights, weekends, and holidays.

Work may require performance of tasks outdoors under varying climatic conditions.

Work may require performing tasks in and around heavy traffic.

Work may require exposure to hazardous conditions and noxious chemicals.

Work may require exposure to prolonged high noise levels.
