IGS is currently recruiting a remote Program Manager to support direct project work for multiple customers and support internal IGS teams and processes.
Assignment of Work and Travel:
This is a remote access assignment. Candidate will work remotely daily and will remotely access government systems and therein use approved government provided communications systems. Travel is not required; however, the candidate may be required to attend onsite client meetings as requested.
Responsibilities and Duties (Included but not limited to):
- Responsible for all programs and projects including deliverables under one of IGS's customers portfolio of contracts.
- Provides direct supervision for all employees and contractors under the portfolio of contracts.
- Serves as the company's interface with the Government Contracting Officer, the Contracting Officer Representative, government management personnel, and customer agency representatives.
- Manages multiple teams providing day-to-day management of contract support operations.
- Manages planning and production of deliverables, maintains technical and financial reports, organizes and assigns responsibilities to subordinates, oversees the completion of all assigned tasks and assumes the initiative to formulate and enforce work standards.
- Assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating all aspects of policy, purposes, and goals of the organization to subordinates.
- Responsible for the overall contract performance and IGS internal KPIs and provide program reviews and support audits.
- Develop and maintain project management plans, including work breakdown structures, performance metrics, activity schedules, staffing requirements, deliverable schedules, and milestone schedules. Will maintain schedules using project tracking tools as directed by the government.
- Develop and manage project burn down reports.
- Coordinate, facilitate, and conduct meetings, create meeting agendas, create meeting minutes, and updates to the project management plans.
- Provide monthly status reports to the PM and COR, describing project statuses, accomplishments, pending issues, and cost tracking.
- Manage workloads for a team of developers and technical administrators.
- Respond and triage customer inquiries related to services and solutions requests.
- Analyze business requirements, conduct requirements elicitation and elaboration, to determine level of effort, milestones, activities, and plans.
- Conduct research and provide recommendations for technical approaches for business process improvements to support the customer.
- Develop and implement an "as-is" or "to-be" business process models for each information system.
- Develop custom solutions with team of developers and system administrators providing innovative technical approaches to solve business problems.
- Develop and conduct internal testing, UAT testing, and other testing phases including tracking issues and defects from identification to resolution.
- Develop and conduct deployment plan by coordinating cross functional teams and across various internal customer divisions and external vendors as needed.
- Develop technical user guides, system reference documents, and training materials.
- Providing end-user training and support for developed solutions.
- Develop a transition plan that describes how work and knowledge will be transitioned to federal employees, or another contractor, if applicable. The transition plan shall include timelines, required activities, and all documentation acquired and required by the government.

Requirements:
- Bachelor's Degree Required (Master's preferred); at least 8-12 Years of experience in the field or in a related area
- Program Management Professional (PgMP), or equivalent certification or experience, is required.
- Requires knowledge of Federal Acquisition Regulations (FAR), federal regulations, requirements, policies, and procedures, cost and schedule estimating, systems disciplines, and direction and requirements of the contract efforts.
- Experience with federal agency staff onboarding process and procedures.
- Knowledge and experience with staffing models, budgets, forecasts, invoicing, and tracking and reporting of contract financials.
- Extensive experience with full SDLC project execution, practices, procedures, and artifacts.
- Relies on extensive experience and judgement to plan and accomplish goals.
- Must have proficiency with Microsoft Office products
- Understanding of business requirements and developing business cases.
- Ability to support customer during EST hours.
- Excellent oral and written communication skills.
- Excellent analytical and organization skills.
- Ability to obtain and maintain government agency Public Trust clearance.
- Must be eligible to work in the United States without sponsorship due to clearance requirement.
Preferred Qualifications and Core Competencies:
- Certified Scrum Master certification (CSM).
- Project Management Professional (PMP) Certification.
- Experience working with enterprise SharePoint, Power Platform, Salesforce, and ServiceNow solutions.
- Knowledge and experience working with HHS and/or Operating Divisions.
- Active HHS Public Trust.
- Prior successful experience working in a remote environment.
