Summary

This position is located with the Office of Information Technology. The primary purpose of this position is to evaluate and improve the utilization of information technology systems by clinical staff across the entire Indian Health Service as a Pharmacist (Informaticist). The incumbent will report to the Chief Medical Information Officer or designee.

Duties

Leadership in Pharmacy and General Clinical Informatics:

  • Convene and lead groups of Subject Matter Experts (SME) in pharmacy and other healthcare disciplines to identify best practices and achieve consensus for standardization of workflow design and configuration in existing and new health information systems.
  • Serve as liaison between the Office of Information Technology (OIT), Agency Offices, Divisions and Stakeholders on programmatic guidance of various disciplines including pharmacy, laboratory, and radiology/imaging to ensure data and informatics programs are considered in health information technology system programming, selection and configuration.
  • Coordinate clinical informatics collaboration with performance standards with Indian Health Service, Tribal and Urban entities on data standard developments and provide oversight of advisory groups and health information technology software and application programming and development for interface and integration between clinical practice and information systems.
Health Information Technology Innovation:
  • Conduct market research independently and in collaboration with appropriate O.I.T and program colleagues on products and systems that may be useful in improving health care delivery initiatives for Indian Health Service facilities.
  • Document health information technology findings and recommendations in accessible formats to business sponsors and leaders.
  • Assist with technical informatics business mechanisms.
  • Facilitate fact-finding and systems analysis relative to the implementation of health information technology clinical software applications.
  • Evaluate and make recommendations to support implementation and modification of planned or proposed software changes or administrative policies for clinical software.
  • Evaluate, interpret, and implement regulations, mandates, and industry standards for health information technology system functionality, performance, interoperability, security, and usability.
  • Interface with health information technology product vendors and/or support contractors regarding Indian Health Service system configuration requirements or product enhancement requests.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

BASIC REQUIREMENTS

Education: A doctoral degree in Pharmacy that is recognized by the (ACPE) or an accrediting body recognized by the at the time the degree was obtained.

Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

GS-13: In addition to the licensure and educational requirements described above, applicants must have a minimum of one (1) year of professional pharmacy experience that is equivalent to at least the next lower grade level.

MINIMUM QUALIFICATIONS
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
  • Utilizing pharmacy informatics principles in collaboration with other healthcare professionals to optimize health information technology supported business processes and improve quality care and efficiency, and to define requirements for health information technology system improvements.
  • Analyzing policy and regulations to determine impacts on and changes to clinical business processes supported by health information technology.
  • Writing or updating protocols, policies and procedures to standardize clinical practice and improve health care delivery initiatives.
  • Evaluating functionality, performance, inoperability, security, or privacy considerations for software application innovation and enhancements.
