Full Job Description

The City is offering a Sign-On Bonus for Public Works Operations positions: $500 with first paycheck and 2% of gross earnings during first year of employment at first anniversary.

Job Summary

Under regular direction and in compliance with standard operating procedures and policies, performs general construction and maintenance of public works infrastructure and systems. Will be assigned to and periodically rotated across various crews (e.g., stormwater or wastewater system maintenance, asphalt pavement or concrete installation/repair, grounds maintenance, etc.). Operates a variety of light equipment, as well as hand tools in performance of job duties. Following work completion, performs general landscape maintenance around job site. Complies with proper safety standards. Works during inclement weather conditions (e.g., snow/ice, heavy rain/flooding, etc.) to clear and maintains roads and walkways. Assists other departments with general installation, maintenance, and cleaning projects as assigned. Subject to on-call availability.

  • Perform Construction & Maintenance Tasks: Perform general construction and maintenance of public works infrastructure and systems. Build and repair catch basins as well as change out slabs and grates. Raise sanitary sewer manholes to grade as well as remove old manhole ring and cover. Perform asphalt pavement and concrete repairs including operating a jack hammer to remove previous material/debris. Assist in the installation of new stormwater and wastewater pipes as well as replacement of existing pipes. Operate a variety of light equipment and hand tools in the performance of job responsibilities. Load and unload equipment and materials as necessary.

  • Perform General Landscape Maintenance: Following work order completion, perform general landscape maintenance to include planting trees and shrubs as well as mowing, trimming, and aerating grassy areas. Prepare soil and install sod in designated areas. Install mulch around trees, plants, and various other areas. Clear and maintain rights-of-way as assigned.

  • Comply with Safety Standards: Follow proper traffic control measures when necessary to ensure work zone safety. Follow proper procedures when performing trenching and shoring and confined space entries. Proactively identify, remove and/or report potential safety hazards or conditions. Comply with local, state, and federal safety procedures and protocols in the performance of job duties. Ensure proper use of equipment and tools in the performance of job duties.

  • Support Inclement Weather Operations: Work outside of regular schedule, to provide assistance to internal and external stakeholders throughout inclement weather conditions (e.g., snow/ice, heavy rain/flooding, etc.). Clear and maintain roads and walkways including removing various debris. Mix brine and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.

Job Requirements

  • High school diploma or equivalent training and/or job-related experience.
  • This is an entry level position for which training will be provided.
  • FEMA ICS 100, 552, and 700 within three (3) months of employment.
  • The following certifications and training must be completed/obtained within six (6) months of hire:
    • Confined space certification
    • Trenching and shoring certification
    • Competent person safety certification
    • Work zone safety training.

Preferred Qualifications

  • Prior construction and/or general maintenance experience.

Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

Performance Requirements

Knowledge of:

  • Safe equipment operating practices/procedures.
  • Department of Transportation work zone safety measures for traffic control.
  • Confined space equipment set-up and trenching and shoring safety equipment.

Ability to:

  • Read and understand maps in multiple formats, as well as orient locations, equipment operating manuals, Safety Data Sheet (SDS), policies, and other reference materials.
  • Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
  • Write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.
  • Operate light equipment such as mowers, jack hammer, saws, rollers, pipe laying equipment, utility vehicles, various hand and power tools, etc.
  • Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
  • Operate snow and ice equipment during inclement weather.
  • Communicate with use of portable radio, phone, or other communication devices.
  • Drive a City vehicle between job sites.


Working Conditions

Primary Work Location: Outdoors (maintaining infrastructure system).

Protective Equipment Required: Hard hat, gloves, safety glasses, ear protection, steel toe shoes, and dust masks.

Environmental/Health and Safety Factors:

Frequent exposure to unpleasant environmental conditions and/or hazards with majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, respiratory hazards, noise and vibration, and physical hazards. Seasonal exposure to wetness and/or humidity. Constant exposure to chemical hazards, electrical hazards, fire hazards, communicable diseases, and physical danger or abuse. Frequent exposure to mechanical hazards and explosives.

Physical Demands:

Continuously requires standing, walking, lifting, carrying, reaching, pushing/pulling, vision, bending, crouching, hearing, and twisting. Frequently requires kneeling, crawling, foot controls, talking, and handling/grasping. Occasionally requires sitting, fine dexterity, climbing, and balancing. Heavy strength demands include exerting 50-100 pounds occasionally, 25-50 pounds frequently, or from 10 up to 20 pounds constantly.

Mental Demands:

Frequently requires emergency situations, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires time pressures and working an irregular schedule or overtime.
