ESSENTIAL JOB FUNCTIONS
Depending on the area of assignment:
Researches, evaluates and analyzes software use and operational strategies, business processes and procedures and recommends improvements to responsiveness and reliability.
Analyzes alternative methods and techniques for optimizing software use.
Acts as a liaison to programmers, users and 3rd party representatives to resolve questions of program intent, output requirements, data management, program scope and internal controls and checks throughout the software development lifecycle.
Translates business and stakeholder requirements into functional software specifications for IT system projects, upgrades, and reporting needs.
Researches and performs complex analysis of data sources and relationships.
Analyzes designs and develops complex or custom data collection/retrieval/queries/reporting to support business, statistical or financial analysis.
Troubleshoots, analyzes, resolves, monitors and documents complex user inquiries and system issues for system configuration and interfaces, data collection, data retrieval, queries, reporting, program intent and data errors.
Conceives, coordinates, designs, develops, prioritizes and executes complex software test plans, cases and/or scenarios to evaluate software changes and operational procedures.
Participates in new software implementations including initial studies, input to or creation of functional and technical specification for Requests for Information and Requests for Proposal and evaluation of vendor interviews and responses.
Leads, participates or provides Sign-off in Peer Reviews for process, test scripts, requirements, and other work elements related to proposed solutions.
Prepares, reviews, and approves documentation to departmental standards.
Maintains document management standards: including the planning, implementation, and oversight of a data management and versioning repository that provides for efficient and accurate response to business and management requests for information.
Participates in end user training and business readiness activities
Conceives, designs and performs complex application configuration affecting system functionality and intent.
Creates, schedules, executes, maintains and troubleshoots application logs and batch jobs for major software applications.
Develops and maintains programs and scripts.
Performs statistical analysis on collected data to support system analysis efforts.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May require after-hours, weekend support or on-call responsibilities.
May function as project team member.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor degree from an accredited college or university with major course work in Information Technology, mathematics, business administration or related field, and six (6) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management; or
Associate degree from an accredited college or university with major course work in Information Technology, mathematics, business administration, or related field and eight (8) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management; or
Graduation from high school or possession of an acceptable equivalency diploma and ten (10) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management.
Relevant IT certification(s) may be substituted for up to two (2) years of education or experience.
