General Description of the Job Class

As a member of the Duke Health pharmacy leadership team, the associate chief is responsible for overseeing and leading the organization's compliance and continuous effectiveness of the 340B program and the pharmacy supply chain. This includes the development and maintenance of policies and procedures related to the 340B program, Maestro Care, and retail pharmacy revenue management processes, with a focus on price file integrity. The individual is responsible for providing oversight for the departmental financial planning and performance management. With the pharmacy and hospital leadership teams, he/she implements the strategic initiatives authorized by Duke University Health System. The associate chief has control over all of the human, financial and informational resources allotted to his/her pharmacy areas of oversight, including pharmacy finance, revenue integrity, 340B program, and pharmacy procurement and distribution.  The associate chief champions inter-functional collaboration and communication across work areas and departments.

Duties and Responsibilities of this Level

  • Provides oversight and leadership for the organization's compliance and continuous effectiveness of the 340B program. Responsible for the development and maintenance of the organization's policies and procedures related to the 340B program, Maestro Care and retail pharmacy revenue management processes, including price file integrity.
  • Maintain a quality assurance audit plan and perform audits on a periodic basis to ensure compliance with current 340B program regulations.
  • Coordinate, in collaboration with DUHS Finance, completion of the annual capital, operating, and personnel budget process.  Collaborate with accounts payable on purchasing needs and vendor invoicing/payments, conducting account reconciliation as needed. Oversee the process for month end financial closure for the department and coordinate the preparation and presentation of the month end report of variances to budget
  • Monitors and develops continuous improvement in management, inventory control, utilization management, and staffing efficiency while achieving quality outcomes across DUHS pharmacy procurement processes.
  • Coordinates and monitors the pharmacy systems and processes to achieve ongoing operational and service improvements. Responsible for all aspects of medication safety. Recommends cost containment programs, and policies and/or procedures to improve efficiency, economy, and effectiveness.
  • Monitors productivity of employees and initiates modifications to improve productivity. Ensures delivery of pharmacy services within budgeted level of resources. Monitors annual operating budgets for the areas of responsibility, compares actual and budgeted activity and explains variances.
  • Champions inter-functional collaboration and communication across work areas and departments. Facilitates solutions to problems and resolves complaints regarding departmental services and activities. Acts with integrity and professionalism with in all form of interactions with others.
  • Provides in-service education or drug information when needed or requested to colleagues and stakeholders.
  • Formulates departmental policy and procedure; ensures adherence to hospital, health system and departmental policies and procedures and applicable state and federal. Enforces medical center and departmental policies and procedures and ensures compliance with pertinent state and federal laws and regulations.
  • Plan and conduct meetings with subordinates to ensure compliance with established practices, to implement new policies and to keep employees abreast of current changes in standards. Manage various personnel actions including, but not limited to, hiring, merit recommendations, promotions and vacation schedules.
  • Perform related duties incidental to the work described herein.

Required Qualifications at this Level

Education

  • Work requires a bachelors or doctorate in Pharmacy.

  • A masters in Business Administration or Pharmacy Administration preferred.

Experience

  • Completion of a health system pharmacy administration residency program OR Completion of a non-management pharmacy residency program and an additional two years of supervisory experience OR Three years clinical experience in a supervisory position

  • 340B program management experience required 

  • 10+ years of pharmacy management experience preferred 

Degrees, Licensure, and/or Certification

  • Licensed Pharmacist or eligible to practice pharmacy in North Carolina.

  • Certification in Basic Life Support.
